Perth childcare worker jailed for sexually abusing young girls

A childcare worker has been sentenced to four-and-a-half years in jail for the "brazen" sexual abuse of five young girls while he was in looking after them at a centre in Perth's eastern suburbs.

The 25-year-old man, who is not named to protect the identity of the children, pleaded guilty to charges of sexually penetrating one girl and indecently dealing with four others in 2014.

The girls were aged between two and four years old, and some of the offences happened while the man was reading them a book with other children present.

The crimes were discovered after one of the girls complained to her mother.

Police then found a backpack belonging to the man containing five pairs of ladies' underwear and two pairs of young girls' underwear.

A search of his home found a recording of a sixth child, a nine-year-old girl whose parents were acquainted with the man, as she lay sleeping on a bed.

District Court Judge Anette Schoombee described the offences as "brazen" and a "gross breach of trust", saying the man had touched the girls for his own sexual gratification.

"You abused the trust placed in you by the parents and the owner of the centre," she said.

Judge Schoombee highlighted the victim impact statements provided to the court by the parents, which revealed that some had given up work to care for their children because they no longer felt they could trust childcare centres.

The statements also said the parents felt "guilt and shame" for not being able to protect their children.

The man's lawyer Ben Tyers told the court his client was from New Zealand, and at the time he committed the crimes he was immature, lonely, depressed and socially isolated.

Mr Tyers said his client was deeply ashamed and remorseful, and wanted to undergo a sex offender treatment while in prison to be rehabilitated.

Mr Tyers also said his client genuinely and innocently had a desire to help children, and the court heard he had been regarded as a "terrific educator" at the childcare centre, whom the kids loved.

With time already served the man will be eligible for parole in June 2017, but is then likely to be deported.

In this report she outlined several individual cases of pedophilia in the Georgia foster care system that were allowed to continue due to negligence or involvement on the part of Georgia Division of Family and Children's Services. Not only was she uncovering horrible examples of negligence on behalf of the system, she also found direct links to high level pedophilia rings in Georgia, that were trafficking children to other states and even other countries. Just as Nancy was thorough with her investigation into CPS cases of fellow Georgians, she was also thorough in her documentation of these high level crimes. Nancy had video documentation of these crimes and a list of high level officials involved, which she planned to expose on a personal name basis in a documentary she was working on with two other gentlemen. It was for this that she was murdered and all evidence confiscated. Operation Expose CPS has attempted to track down this video footage and was surprised to discover that the film's producer had gone so far as to release an entirely new documentary that managed to draw attention from the real missing documentary footage.

They were hoping that the public had forgotten about that footage.

Using data from killedbypolice.net, AFCARS, U.S. Children's Bureau, and Administration For Children, Youth, and Families we found that around 0.35 people per 100k are killed by cops per year in the United States But 68 foster kids per 100k die from abuse in foster care per year.

This means you are 201 times more likely to die in foster care than be killed by a law enforcement officer. Where are the protests? Where is the outage? These are our children and the very future of humanity, if we do not stand for them, we stand for nothing. Child protection laws come into effect next month giving parents two years' grace before permanently losing custody of their children.

VIctoria Legal Aid and the Law Institute have raised serious concerns about tough new child protection laws that will come into effect next month, giving parents two years to get their acts together before permanently losing custody of their children.

The laws will be retrospective, meaning thousands of parents currently subject to a Children's Court order could have just months to prove their ability to look after their children. Others will automatically lose that chance.

The changes will increase the number of children the department can place up for adoption, limit the powers of the Children's Court of Victoria to review decisions made by the department, and make it easier for children to be permanently removed from their parents' custody.

Legal groups are concerned that support services parents have to complete before their child is returned to their care, like men's behavioural change programs, are overburdened and subject to lengthy waiting lists.

The Law Institute says it is unfair to prevent children being returned to their parents due to lack of resources or waiting lists to access services.

Legal Aid's child protection program manager, Lucia Danek, said waiting lists at men's behavioural change programs were several months.

"Those arbitrary timeframes are overlaid on  a system that is exhausted," she said.

Legal Aid's family, youth and children's law executive director, Nicole Rich, said the Department of Health and Human Services was doing its best, but the Children's Court should retain its oversight of department decisions.

"We know that no government department ever gets everything right, and these are really serious decisions, and we need to make sure that every decision is properly scrutinised."

Deb Tsobaris, the chief executive of the Centre for Excellence, a peak body representing nearly 100 child and family services, said the new laws would address the problem of kids floating around "from placement to placement".

But she agreed that more services were needed to support parents trying to have their children returned to them. "We're all worried about that."

Fleur Ward, a lawyer who represents families in the Children's Court and is chairwoman of the Law Institute's children and youth issues committee, said the change "amounts to the permanent, systematic deprivation of children from their parents".

"You can't create these timeframes and not empower the courts to take into account these waiting lists. How can you have a timeframe ticking against people if they're up against waiting lists they have no control over?"

An Auditor-General's report last year found the number of children reported to the Department of Health and Human Services had increased by 92 per cent in the past seven years, to more than 82,000 in the 2013-14 financial year.

Auditor-General John Doyle found that DHHS's early-intervention system was characterised by "systemic deficiencies" and a lack of oversight, and the failure to keep or analyse proper records from the agencies it relies on to deliver early-intervention services to children and families.

"The department does not know whether the services provided are effectively meeting the needs of vulnerable families," Mr Doyle found.

The government says it will review the changes in six months

Child neglect cases across Australia increase; services failing to support at risk children they also forget about the goverment department being corrumpt and standing in a court of law lying to judges as the other is the circut

Rates of child neglect and emotional abuse are on the rise across Australia but the problem is being largely ignored, child protection groups have warned.

As authorities grapple with serious cases of physical and sexual abuse, groups like the National Association for Prevention of Child Abuse and Neglect (NAPCAN) and UnitingCare are concerned not enough is being done to address those areas which form more than two-thirds of child protection reports.

They said neglect and emotional abuse made children vulnerable to predators and the long-term consequences of such abuse could be as damaging as the physical kinds.

While drug problems and mental health issues were partly responsible, the largest contributor continued to be alcoholism.

It comes after a number of high-profile cases in recent years including the death of Chloe Valentine in whose mother Ashlee Polkinghorne and her partner Benjamin McPartland were charged with criminal neglect.

Advocates have called for more early intervention and a greater emphasis on children's rights.

'More than just a dirty child'

Child neglect is more than just the image of a hungry, dirty child at school, Sue Packer from child protection group NAPCAN said.

Dr Packer, who is a paediatrician, said she had encountered cases of two-year-olds who could go to the fridge to feed themselves, five-year-olds who cared for infant siblings and children denied essential medical treatment.

It extended to children locked in cars at casinos, teens roaming the streets at night or infants who were injured because of poor supervision.

A common symptom was poor dental care.

"At a far more general level [the parents] certainly don't see the child as someone who needs to be spoken to, loved, cuddled and responded to and it's really very dangerous," Dr Packer said.

"There isn't the interaction, and the interaction is what grows the brain."

Cases of emotional abuse also went hand in hand with physical or sexual abuse.

Frequently emotional abuse was also associated with domestic violence.

"The baby is really quieted out of it and trying not to be noticed because it's a scary environment," Dr Packer said.

Fiona Arney from the Centre for Child Protection at the University of South Australia said the long-term consequences of neglect and emotional abuse could be profound.

"That includes things like problems that might emerge in people's teens or adulthood like mental health problems — so depression, anxiety and also suicidal ideation,'' she said.

"But also health problems, relationship problems, things like early pregnancy, so forming relationships really early on.

"Things like obesity, diabetes and some cancers may actually be linked to early childhood maltreatment."

Cases of emotional abuse, neglect rise by one-third

Figures from the Australian Institute of Health and Welfare show the rate of proven cases of emotional abuse and neglect rose by more than one-third between 2010 and 2014.

Rates of substantiated emotional abuse of Australia's children rose from 2.2 to 3.1 for every 1,000 between 2010/11 and 2013/14.

Rates for substantiated neglect also increased from a rate of 1.7 to 2.2 for every 1,000 between 2010/11 and 2012/13.

Research suggests the number of unproven reports were up to five times higher than investigated and proven cases, with authorities simply not getting to, or able to prove, many reports.

Workers in the sector said it was not just better reporting, there was more of it happening.

Ms Arney said academics were now observing intergenerational neglect, where parents could not parent properly because they never learned how.

"So we know things like parents using ice, parents using opiates heroin etcetera are problematic as well as parents using cannabis," she said.

"In particular something that doesn't always get talked about is parental alcohol misuse which is indicated in at least 70 per cent of cases where children have to be removed from their families.

Priority given to physical and sexual abuse

Scarcity of resources in child protection systems meant authorities often prioritised children at risk of physical or sexual violence, advocates said.

"I think we have is a mismatch in what we are required to report and what child protection can effectively do,'' Ms Arney said.

She said there needed to be more early intervention and multi-faceted programs that included parenting skills courses, treatment for mental health issues, drug and alcohol support, family violence services and family support.

UnitingCare families director Clarewen Little said housing was another issue.

"I do believe we are seeing more of that as families are under more financial stress and difficult housing situations," she said.

"All the research tells us is that the best place for children to be raised is within their family unit.

"So we want to keep children with their families but we want them to safe, loving, healthy environments for those children."

Ms Packer said society had a role to play and needed to be more child-focused.

"You need neighbours who say 'watch it kid or I'll tell your mum' and we don't have that anymore," she said.

"People use the excuse of being taken to be a paedophile. Paedophiles are rare and paedophiles don't get a look in if everybody else is watching the child

My mum was looking after my two sons 8 and 2 while I sorted some issues I am dealing with.During that time my brother and I had an argument that was non physical one night while boys were sleeping and police were called. Welfare came in the next day and removed my boys from her care.I have signed them over to her with full parental rights given to her as there mother is a junkie and hadn't seen them for over two years. Can someone help with information as to what she can do as welfare are going to court for a 2 year order to keep them in care.mum Has done nothing wrong she called the police and protected my boys from any dv Brisbane welfare stated to her the boys should not have been removed and should have been given straight back.She is lost as to what to do.they want her to apply as a foster carer .she is there grandmother not a foster carer please please please help this is destroying her and my children.kind regards nathan

Here a young boy who was placed in state custody because the mother spanked him with a belt after he pulled out a butcher knife on her. The child was diagnosed bi-polar, adhd and odd and placed in a group residential home. He was put on numerous anti psychotics and has severe ticks with head twitching constant eye blinking and sniffing from the drugs they placed him on. Why does no one care when boys fail at school and middle-aged men kill themselves?

White boys are falling further behind at school and more middle-aged men are committing suicide, yet men's issues are still dismissed as a laughing matter, says Martin DaubneyOne stormy day last February, I watched a few of my former raving pals wobble their way across a waterlogged field near Brighton, carrying a wicker coffin with my mate Nobby inside.

Smiling, beautiful, gentle Nobby was gone. Barely 40, a husband, dad-of-three and a teaching assistant, he’d long suffered from depression and one evening, he decided he just couldn’t take it any more.

For those of us left behind, it was a wake-up call. The grim reality of male suicide until then mercifully hadn’t touched my life. But once I started talking about it, it turned out, almost everybody I knew had in some way been touched by its dark shadow.

Tragically, it’s on the rise. This week, the Equality and Human Rights Commission released a report that contained two chilling facts. Firstly, the number of men in their forties committing suicide is up 40 per cent in five years.This announcement came days after a touchingly raw BBC3 TV show “Suicide & Me” in which rapper Professor Green explored the ‘silent epidemic’ of male suicide, and tearfully poured out his heart over thesuicide of his father.The second grim finding was that working-class white boys are not only the lowest-attaining of all educational groups, but they are falling further behind than ever.

At every educational level, girls now outperform boys, and to our eternal shame impoverished, white boys are faring the worst of all ethnic groups.Just 28.3 per cent of white boys on free school meals achieved at least five GCSEs at A* to C in England in 2012-13. In contrast, Chinese pupils perform exceptionally regardless of wealth, with 76.8 per cent of those on free school meals achieving the GCSE threshold.Only 26 per cent of white British boys on free school meals gained five A*-C GCSE grades.Many of us have previously written on the shockingly poor educational attainment of poor white boys, yet there has been no governmental enquiry nor emergency think-tank set up. Instead, high-profile pushes for more girls in STEM subjects attract ticker-tape fanfares.

Most tragically of all, absolutely nothing is being done about any of this – yet when men do speak up about it, we are ridiculed, ignored or even called misogynists, simply for having the temerity to care about men dying or boys failing.

This week, the Conservative MP for Shipley, Philip Davies, had the common decency to call for a House of Commons debate around serious men’s issues such as suicide and boys’ poor educational attainment on International Men’s Day, which is November 19th.

Yet the idea was not only rejected by the Backbench Business Committee, but openly mocked by Labour MP Jess Philips, who openly laughed and childishly pulled faces as Mr Davies spoke.She scoffed, “You have to excuse me for laughing. But as the only woman on this committee it seems like every day to me is International Men’s Day.”

That incident was brilliantly critiqued by Glen Poole of InsideMen and UK organiser for International Men’s Day in an article which strongly resonated with Telegraph readers. Indeed a poll on his article showed that 97 per cent back Davies’s call for a debate on men’s issues.

Yet when I tweeted that encouraging news out, the Essex Feminist Collective replied, “I’ll get back to you when I’ve stopped laughing” – allowing us to make the cruelly bleak conclusion that male misery is becoming comedy gold for some women. Why?

Why is it that MPs like Ms Philips and likes of the Essex Feminist Collective find the idea of men’s rights variously hilarious, ridiculous or misogynistic? What are they so afraid of?

Hi l tell you a story where my little boy had been abused by his mother l went to the vic police and told them he had been punched in the mouth and locked in a room and he said to me that he was scared of her as l have this on video l was told by dhs that l fabricated the story sat just gone l broke my ankle and had to go into hostpital for a three day period on monday they went to court and took out paper work to go and get my boy and put him into the mothers care they did this behind my back and lyed saying that l was not looking after my son and not able to look after my son so l have not heard any thing about this matter as before this matter l was told that l suffering from mental issue and was drinking and taking drugs as l did a urine test and it came back clean and dhs still took my little boy on false protent as l realy hold concerns of his safty asmy hands are tyed on this matter l have written to the obsman and seeking to go class action on this mob also the name of the protective worker appears with doc as l found all this infomation on this site and now he is working for dhs as the name is very unusel in many ways and there could not be two of him so time to shame sam roulstone who is now working at colac dhs
